Panal Canal Extends RFQ Deadlines for Port Terminals and Pipeline Megaprojects

The Panama Canal Authority announced a deadline extension for submitting the prequalifcation documents for the Corozal & Telfers Container Port Terminals as well as the energy corridor gas pipeline project. This according to amendment No. 3, published earlier this month.

For Corozal & Telfers, the prequalification phase began on January 30, 2026, with the publication of the initial document. It was later revised through Amendment No. 1, issued on March 30, 2026, and Amendment No. 2, published on May 29, 2026, that had a deadline of 29 June.

For the Energy Corridor gas pipeline project, the prequalification phase began on January 30, 2026, with the publication of the initial document. It was later revised through Amendment No. 1, issued on March 27, 2026, and Amendment No. 2, published on May 29, 2026.

New Container Port Terminals: Corozal & Telfers

This initiative covers the development of two new container port terminals: Corozal on the Pacific side and Telfers on the Atlantic side. The scope includes design, engineering, construction, operation, and maintenance, with the possibility that each terminal may be tendered under a separate concession.

The objective is to expand Panama’s national transshipment capacity to approximately 5–6 million TEUs per year. Given existing capacity limitations, additional port infrastructure is needed to preserve and strengthen Panama’s position as a global logistics hub.

Both terminals are expected to operate on a non-exclusive, open-access basis, ensuring equal access for all shipping lines. They should also be capable of handling multiple Neopanamax vessels simultaneously. Estimated combined budget: US$2.6 billion.

In the invitation-only industry meeting of 27 October 2025, 21 named global port terminal operator and shipping companies participated. The ACP stated that, following market contact, it held individual meetings with representatives of these companies: APM Terminals, Cosco Shipping Ports, CMA Terminals, DP World, Hanseatic Global Terminals, MOL, PSA International, SSA Marine – Grupo Carrix, Terminal Investment Limited, ONE
Evergreen.

Energy Corridor Interoceanic Gas Pipeline Project

The project covers the design, engineering, construction, operation, maintenance and commercial management of a 76-kilometre gas pipeline intended to transport propane, butane and ethane. The system is expected to have capacity of up to 2.5 million barrels per day and will link Panama’s Atlantic and Pacific coasts.

The infrastructure will include marine and onshore terminals on both sides of the country, with facilities planned for Black Tank on the Atlantic side and Farfán on the Pacific side. The estimated investment is approximately US$2 billion.

The ACP stated that it held one-on-one meetings with the following companies about the project: ENEOS, Energy Transfer, ExxonMobil, Enterprise Products Partners, Chevron, Fortress Investment Group, Gyxis Corporation, Itochu Corporation, NMDC Group, Vopak, Astomos Energy, Kawasaki Kisen Kaisha, Iwatani, I Squared, Movement Industries, Otamerica Oiltanking America, Phillips 66, SK Gas, Sumitomo Corporation, SMBC — Sumitomo Mitsui Banking Corporation, Targa Resources, Ultranav and ONEOK.

The port terminals and the energy corridor form part of the Panama Canal’s Strategic Vision 2025–2035, or Vision 3.0. This strategy reflects the Canal’s transition from a model focused primarily on canal operations toward a broader platform integrating logistics, energy and infrastructure.

The release of the prequalification documents, the consultation process, the publication of amendments, and deadline extensions are all procedures set out under the Panama Canal Authority’s Concessions Regulations. Participant submissions will be assessed against the technical, financial, and legal requirements established in the document and its amendments.
